A local government agency in southern Merced County is looking for an experienced Human Resources Director to join its Personnel Department to fill a position vacancy for 6-12+ months. This is full-time position and can be extended or made permanent at clients discretion. Compensation is DOE/DOQ.

Supervises recruitment and selection activities to ensure agencywide consistency, job-related valid screening techniques and conformance to federal and state laws and regulations.
Oversees or participates in the development or revision of class specifications; recommends classification and compensation allocations for existing or new positions.
Participates in the administration of employee group health and welfare benefits and retirement programs.
Supervises or participates in the investigation of property, liability and workers compensation claims; evaluates the extent of agency liability and estimates the settlement value of claims.
Reviews insurance needs and makes recommendations for appropriate levels of coverage; recommends insurance carriers/administrators; assists in the preparation of specifications for the purchase of insurance and review of insurance policies to determine applicability and procedure requirements for liability claims; participates in the negotiation of policy terms. Supervises the agency s safety and wellness programs.
Monitors developments in the insurance market to keep agency management aware of possible financial impact.
Advises departments on employee relations practices; disciplinary matters; reduction and avoidance of future liability.
Participates as a member of the management negotiation team.
Graduation from an accredited college or university with a Bachelor s degree in Personnel or Human Resources Management, Public Business, or Insurance Administration, Industrial
Relations or a related field. A Master s Degree, Associate of Risk Management designation, Self Insured Administrator certificate, or certification as a Risk Management Specialist is desirable.
Five years of broad and progressively responsible experience in personnel/human resources/risk management; and experience at the supervisory level. Public sector experience is preferred.
