Government organization in Los Angeles County is in need of a Housing Rehabilitation Specialist for a temporary assignment of 3 to 6 months, but may be extended. Position is available immediately and pay is competitive, DOE / DOQ.

Job Description: Under direction, positions within the Housing Rehabilitation Specialist series work in the Housing Division of the Community Development Department and are responsible for coordinating the Housing Improvement Programs which include Substantial Rehabilitation of single family residential and multi-family projects, Paint Program and Home Access Program, including the outreach process, bidding process, construction management, loan application and file documentation.

Positions in this series are flexibly-staffed and are normally filled by advancement from the lower level or, when filled from the outside, require prior work experience. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meets the qualification standards for the class.

Assignment to the classifications within the series is based on the complexity and scope of assigned responsibilities as it relates to the type and level of supervision received; degree of independence in the decision-making process; and the specific experience and expertise required to carry out assignments. Positions designated as "lead" have the additional responsibility for planning, organizing, assigning work, and training employees.

Housing Rehabilitation Specialist is the first level in the series and is responsible for performing routine work in the Housing Improvement Programs including developing and administering rehabilitation contracts, resolving problems of moderate complexity, and conducting on-site inspections.

Senior Housing Rehabilitation Specialist is the advanced level and is responsible for coordinating and overseeing the Housing Improvement Programs. This position is further distinguished from the Housing Rehabilitation Specialist by the performance of the more complex tasks; may provide lead direction to the Housing Rehabilitation Specialist(s); and are expected to perform with a greater degree of independence in the duties assigned.

Both the Housing Rehabilitation Specialist and the Senior Housing Rehabilitation Specialist are required to be skilled in one or more of the building trades, exercise good judgment, possess problem-solving skills and demonstrate excellent public relations ability.
Essential Job Functions:
" Reviews, oversees and monitors assignments and workload of Housing Improvement Program and clerical support staff.
" Meets with homeowners, property owners, developers, architects and engineers regarding construction projects.
" Conducts on-site inspections for compliance with Building Code, Housing Code and HUD Housing Quality Standards.
" Assists in developing and administering all program forms and documents.
" Coordinates the objectives and meets annual goals Work with staff of various Housing Rehabilitation and Housing Code Compliance Programs.
" Maintains updated information and records for all Contractors and subcontractors.
" Prepares and maintains detailed project files including; deficiency lists, initial cost estimates, site plans, work write-ups, cost estimates, bid packages, construction contracts, loan documents, addendums, progress payments, change orders, punch lists, and notices of completion.
" Performs skilled inspection work to enforce compliance with the Uniform Housing Code, Building Code and HUD Housing Quality Standards.
" Assists in the preparation of periodic reports to government agencies.
" Prepares monthly statistical reports and updates Housing Officer on all activities.
" Responds to customer complaints and construction defect repairs.
" Prepares correspondence to homeowners, property owners and contractors.

Education and Experience

Housing Rehabilitation Specialist
Any combination of education and experience equivalent to completion of an Associate's Degree in Business Administration, Engineering Technology, Structural Design, or a closely related field, and 1 year of experience in housing construction or rehabilitation, building inspection, code enforcement, or journey level crafts work such as general construction or carpentry.

Senior Housing Rehabilitation Specialist
Any combination of education and experience equivalent to completion of a Bachelor's Degree in Business Administration, Finance, Urban Planning, Public Administration, Engineering Technology, Structural Design, Architecture or a closely related field, and 2 years of experience in housing construction or rehabilitation, building inspection, code enforcement, project estimates, real estate, loan processing, economic or community development.

Licenses and Other Certifications
" A current ICBO Certification may be substituted for two years of experience or an Associate's Degree.
" ICBO certification in one or more of the trades is desirable
" California Driver's License

Knowledge of:
" Building and Housing Codes;
" Practices, standards, and technical aspects of housing rehabilitation;
" State and Federal housing programs;
" Local government housing rehabilitation programs;
" Lending institution practices and procedures;
" Construction contract administration;
" Principles and practices of supervision;
" Construction management;
" Specification writing to describe construction trades.

Skill in:
" Reading and interpreting regulations, and preparing plans and specifications accurately;
" Detecting health and safety issues and housing deficiencies and recommending corrective action;
" Solving problems related to housing rehabilitation work;
" Maintaining detailed files and accurate records;
" Writing clear, concise correspondence and status reports;
" Establishing and maintaining effective working relationships with those involved in the program, including staff, contractors, building owners, tenants and the public;
" Working independently;
" Exercising discretion in decision-making;
" Coordinating program responsibilities;
" Providing excellent customer service to the public, citizens and other City employees.
