Job Description

A City government in Los Angeles County is seeking a skilled and motivated Associate Civil Engineer Utilities to join the Utilities Division. Under general supervision, this position performs a variety of professional field and office engineering work related to the planning, design, maintenance, and operation of the City s utilities infrastructure, including water, sanitary sewer, and stormwater systems.

This is the second level in the City s professional civil engineering career path. The role requires strong technical expertise in civil engineering design standards, construction cost analysis, and field data collection. Unlike the Senior Civil Engineer, this position focuses on technical execution and project support rather than full design and project management responsibility.

Job Requirements

Education:
- Bachelor s degree in Civil Engineering or related field from an accredited four-year college or university.
- Possession of an Engineer-in-Training (EIT) or California Professional Engineer (PE) license is preferred.
- State of California Water Distribution and/or Water Treatment Operator Certification is desirable.

Experience:
- Four (4) years of professional civil engineering experience related to potable water, recycled water, sanitary sewer, and stormwater systems.
- At least two (2) years of supervisory or lead experience in a public agency.

Knowledge of:
- Civil engineering design, surveying, and construction practices.
- Local, state, and federal regulations related to utilities.
- CAD, GIS, Microsoft Excel/Word, and related tools.
- Supervisory techniques, public relations principles, and effective recordkeeping.

Ability to:
- Analyze and solve complex engineering problems.
- Prepare and present technical reports and recommendations.
- Communicate clearly and effectively in both written and oral form.
- Supervise staff, consultants, and contractors effectively.
